Dear Senator Schumer:
I am writing to urge ratification by the United States of the Treaty of Rome establishing the International Criminal Court, which already has been ratified by 108 states. Support of the Court by the United States is critical to bringing about ratification of the Treaty by other major states which have not yet ratified, such as China, Russia and India, and to deterring the grave human rights violations over which the Court has jurisdiction, including genocide, war crimes and crimes against humanity.
The Court relies on the United Nations and its member states to implement its enforcement measures. It is important in order to protect human rights in countries in which grave violations of such rights are occurring or threatened, to extend the jurisdiction of the Court and the responsibilities and activities of the United Nations to such countries, including Iraq and Afghanistan, and that the United States support such measures. In the case of Iraq and Afghanistan, such involvement of the Court and United Nations would facilitate a rapid responsible United States withdrawal by providing a continuing international presence and support for human rights and infrastructure development in these countries.
