Dear General:

U Win Tin is still in prison after eighteen long, painful years. It is the opinion of Amnesty International, other international organizations and countless individuals around the globe that there is no justification for his imprisonment and that it is a gross violation of his human rights.  It appears clear that U Win Tin was arrested solely because he peacefully opposed the government’s policies and publicly stood up for the human rights of all.  Imprisonment on these grounds contravenes the Universal Declaration of Human Rights to which Myanmar is a signatory.  And the fact that he has been badly abused while in prison contravenes The Body of Principles for the Protection of All Persons Under Any Form of Detention or Imprisonment, to which Myanmar is also a signatory.

All of us who are concerned for U Win Tin and the others illegally imprisoned in Myanmar continue to watch in sadness and disbelief as the government steadfastly ignores the negative opinion of much of the global community regarding its treatment of prisoners of conscience as well as its legal commitments to observe all provisions of the basic international covenants which it has signed.

As you may know, Amnesty International considers U Win Tin a prisoner of conscience.  We, the undersigned, join Amnesty in urging you to review the situation and exercise your power to release U Win Tin immediately and unconditionally, along with the other thousands who have been imprisoned just because they think differently than members of the present governing authority.

Please let us know if your government does not intend to release U Win Tin and the other political prisoners in its many jails and please explain the reasons to us, and the rest of the world.
